The Herefordshire County Business Improvement District (HCBID) Business Plan 2022–2026 outlines a strategic vision to enhance the County’s Visitor Economy. By supporting local businesses, and improving the trading environment across the five Market Towns and rural areas. Developed through extensive consultation with businesses, local authorities, and tourism stakeholders, the plan reflects the priorities of levy-paying members and the wider community.

Key themes include:

  • Destination Marketing: HCBID will invest in high-impact marketing and PR campaigns to raise Herefordshire’s profile as a visitor destination. HCBID aims to attract more day-trippers and overnight stays, boosting local spend across hospitality, retail, and services.
  • Business Advocacy: The BID will act as a unified voice, lobbying for improvements that directly impact business performance.
  • Sustainability and Green Tourism: With over 70% of businesses supporting greener practices, the BID will promote Regenerative Tourism and environmental responsibility.
  • Governance and Delivery: A volunteer Board of Directors oversees the BID’s operations, ensuring transparency and accountability. The BID will raise nearly £2 million over its term to deliver these initiatives.

The plan culminated in a successful ballot, with businesses voting “yes” to establish the BID. Implementation began in January 2023 and will continue until the end of December 2026. Regular updates are shared via e-newsletters and the AGM.
