What is Herefordshire County BID?
Herefordshire County Business Improvement District (BID) defines a specific geographical area where visitor economy businesses come together to invest in Herefordshire over a five-year term. These businesses collaborate to deliver agreed projects and services that strengthen and grow the County’s visitor economy. Explanation of your Business Improvement District (BID) Levy
Herefordshire Council issues the Levy Bill to you or your company on behalf of HCBID because your property sits within a designated Business Improvement District (BID). The Local Government Act 2003 and the Business Improvement Districts (England) Regulations 2004 (S.I. No. 2443) legally define this area as a BID.
Herefordshire County BID Ltd a not-for-profit company is the BID Proposer. Independent from Herefordshire Council, HCBID focuses on improving trading conditions for businesses across the County.
As the Billing Authority, Herefordshire Council is responsible for collecting, recovering, and application of the BID Levy. The BID notice applies to properties within the BID area, which has a rateable value of £12,000 or more, based on the Non-Domestic Ratings List as of 1 January. The rateable value will reflect any changes due to appeals, additions, or removals.
Before the BID term began, occupiers took part in a formal ballot. The vote outcome was ‘YES’ for a BID Levy, in line with the Proposer’s Business Plan submitted to Herefordshire Council.
Why you must pay your Business Improvement District (BID) Levy
If your property is in the HCBID area, you must pay the stated Levy for the relevant property. Herefordshire Council or its agent administers this collection on behalf of Herefordshire County BID Ltd. All money collected from businesses will be paid to Herefordshire County BID Ltd monthly.
You must pay the BID Levy by the instalment date on your latest BID Demand. Non-payment will be pursued through all available enforcement options, including issuing summonses with costs of £82.50 per summons, using enforcement agents, or insolvency action. All additional costs will be recovered from the BID Levy Payer.

Send payments to Revenues & Benefits, Plough Lane, Hereford, HR4 OLE. Make your cheque payable to ‘Herefordshire Council’ and write your 8-digit BID account number on the back.
Post your cheque at least 5 days before the due date. We do not issue receipts for postal payments to save money.
